You definitely could. What I'll be curious about is the rules to go with. In WoW, you cannot advertise it. If you lose your gold, you're SoL. They can't publicly encourage it because it would affect ESRB and different laws out there.
If it is not using any real money then how is it different then any card or slot game on facebook?
Kids can play gambling games all they want as long as real currency is being used to win or loose. In game gold does not constitute real gambling when you bet with it . <----- Peroid
You can have a fight club in your house and have players bet on the winners. Or in the case where you have to fight non-player opponents, how long the match lasts. Assuming all that is possible of course

Korea disagrees with you. According to their court in game currency has the same weight as real world. And that is just one country of many.

This is because, regardless of currency, gambling is illegal in some countries. So much so that they ban games that contain it and consider it immoral to the point that they feel they need to protect their citizens from it. So most AAA titles refrain from casino's or allowing player run gambling.
So if you plan on doing it, I suggest not spamming general chat and keep it within your friends/guild. Otherwise, you may be the victim of some draconian TOS penalties.
The only other way they could do this would be to have different versions of the game for different regions, but that is costly, as patching would require Carbine to consider multiple versions of the game.
The only State I'm aware of that considers in-game currency to be even remotely similar to real currency is South Korea...perhaps you can provide examples ?
I would need to go dig up the list but yeah. There are several that have similar language that it falls into a rather legal grey area and many companies do not want to challenged because of the sheer number of other things that it can cover and stop, like lock boxes and ccg's etc. That is without touching the ones that are against it on a moral level.
I don't know how much they will do to combat that. For example, in EVE, people run gambling rings and the like all the time, and I hadn't heard of any countries being upset about it or anything, but I could be wrong. I think it sounds like a fun idea for Wildstar. I would just add that you might want to do a quick once over of the TOS to make sure Carbine is ok with it.
I guess it all depends on how lenient the Devs will be. I know WoW will take your gold if you /yell or spam trade about gambling and repeat offenders are banned. One of my guildies in TERA is famous for his gambling games, but that is an example of a game that has different versions in different areas.
So is Facebook banned in these countries as well? A good portion of the games on Facebook have gambling and you can even purchase fake money (with real money) to play them. Lots of kids here in the US play them daily.
I for one could care less about other countries and there laws. This is America and the game is being developed here, if they add a casino that would be awesome. If the game is banned in SK then tuff carp for them!
Also in China the World of Warcraft is a different game then the US version. FYI

America is only ~20% of the gaming market. Why would you limit yourself like that, when even here its still a legal grey area at best?

Would probably need a higher rating, gambling in any shape and form isn't allowed in European countries, at least not in mine.
This is local to Belgium - both the UK and France allow casinos as well as online gambling
I meant for minors, was written in light of the T rating. We have that as well but selling a lottery ticket to a minor comes with a hefty fine.
There was actually mention in a interview something about making a KR wildstar "more grindy" so it might be a thing, doesn't mean they'll necessarily go through with that, but perhaps.
Not to mention Muslim countries. Gamblin is forbidden in Quran.
I find if funny that, Market trading with all its practices, scams and risks are introduced into games yet gambling is apparently different.
